Significant amount of refuse on an undeveloped plot of land

We recently had "travellers" entering a plot of land next to my dwelling with caravans. I've just returned from a trip overseas and noticed a significant amount of refuse next to these caravans. The site is gated so it cannot be seen from the ground level.
The “ travellers “ have entered into the plot illegally and by force as it was a locked plot , they are driving around collecting rubbish and dumping it on the plot !

This is private land the land owner is aware
State changed to: not the council's responsibility

The location of the rubbish on the site has spread to multiple locations. This is likely to encourage vermin, and increase litter in surrounding areas and represents a severe fire risk.
There are children living on the site amongst this trash. It is not a sanitary environment. It is not a safe environment. There are also tents on site, which suggest people sleeping outdoors amongst the trash.
