Overgrown shrub making pavement inaccessible

The thorny shrubs at the end of Horn Lane (Bugsby’s Way end - opposites storage company) are so overgrown that it is impossible to access the pavement without stepping into the road - even if walking without a pushchair/wheelchair.
The shrubs need to be cut back to allow safe access and avoid a potential road accident.
The issue is ongoing and I have noticed their increasing encroachment onto the pavement over the past year.
