Pavement needs sweeping

Utility Company carried out works on grass verge along Kelby Path several weeks ago. They failed to clear mud and gravel debris on paved area. When it rains the path becomes muddy and slippery. Kelby Path is quite steep and elderly people, children and indeed anyone could easily slip over. It also makes the pathway look unkempt. Also why has tarmacadam been laid near the steps instead of paving stones?
