Rotten garbage smell

We work in the health centre and there is a smell coming into our side car park from either the Chinese takeaway or the pub. The smell is so foul that our staff are unable to park their cars as the smell is unbearable. There have already been rodents spotted in the area. Please can somebody visit the site to tell them or even find out why the rubbish is accumulating? Is the building vacant? And nobody taking out the rubbish? It’s a serious environmental issue please.
