Three shopping bags of rubbish dumped at the bottom of Whetstone Road, near junction with Hargood Road

We arrived home today (30th August 2019) to find that someone had dumped three bags of household rubbish just adjacent to my property at the bottom of Whetstone Road adjacent to Hargood.
It is household waste and extremely smelly and unpleasant. My husband went through the rubbish and found a receipt (picture attached). He felt the need to investigate because this is not the first time that rubbish has been dropped at this location and we feel that this is mainly due to the unkempt hedge at the front garden patch at 2 Whetstone Road which my husband has written to you about in the past.
Rubbish was only collected in our neighbourhood on Wednesday this week - this means that the waste (which as it is in shopping bags, the rubbish collectors might not even recognise as rubbish) will be there, on the path for several days which can only attract vermin and cause more unpleasantness for ourselves and for passers by.
The reason people are dumping rubbish and fly tipping at this area/junction is because of the overgrown hedge which belongs to the Council property at 2 Whetstone Road. This overgrown hedge is a problem which my husband cuts from time to time when it becomes overbearing.
Prompt action is required to deter further occurrences of anti-social behaviour at this spot.
