Someone Claims Free Private Parking at Greyfriars House SE3 7NX

Since June 2019, a resident of Greyfriars House has been constantly parking his cars inside Greyfriars House area where "No parking in front of garage" sign is put on. While he does not have garage, he and his visitors have at least 3 cars taking turn parking inside. One is a big white car, then a white van, and another is a grey van.
The gate is now always open, so any car can come in and park along.
He parks at most night before apparently leaving to work around 8 AM or later, and came back to park at random time.
This is not an issue for Parking Company Wings Parking, but more to Council. But if it is intended to have everyone claimed free private parking, please can Council remove the sign and open the gate all along like adjacent Woolven House?
