Car parked on double yellow lines on corner of Casterbridge Road blocking oncoming vehicles

This car is constantly parked on double yellow line on corner of road - has done for two years - for several hours every day (approx 6-7pm overnight to 10am) and over entire weekends. It Is a very large vehicle, blocks visibility and causes obstruction. Two cars cannot pass each other on the junction. It’s a busy road due to primary school a hundred metres away, with lots of young children and parents on foot and in cars. Many residents have reported but no change to situation.
