Excessive rubbish with no collection. Other residents opposite using 132a bins. Soiled Nappies on floor

Ongoing problem, postcode still not being recognised on council system se9 1bq. Flats above Iceland 132A Eltham High Street. Flats opposite above KFC have residents living there and dumping rubbish in 132A bins, as it appears they have no bins of there own. Horrendous smell now and used nappies are all over the place. Please can this be sorted and a confirmed collection day notified and confirmed. It is simply unacceptable and a health risk.
