Overflowing bins and front-yard turned into a dump at 98 Greenwich High Road

The ground floor at 98 Greenwich High Road seems to be boarded up and its front yard has been turned into an outdoor dump with a pile of black bags and broken furniture. It's a private property but in full view of everyone walking up to the town centre. A total eyesore almost in front of Greenwich train station! And it starts smelling in the hot weather. Wonderful welcome sight for tourists and locals. Also on the pavement outside the house there are overflowing green bins with all kind of rubbish that are never emptied by the Council. Please take them away at least!

I think the Council could and should do more. given that this load of rubbish affects the amenity of the area and could host rats and other pests.
As per the Council's own Code of Practice ( https://www.gov.uk/ government/ uploads/ system/ uploads/ attachment_data/ file/ 221087/ pb11577b-cop-litter.pdf):
"Litter Clearing Notices (EnvironmentalProtection Act 1990, sections 92A-92C).Principal litter authorities have the powerto issue Litter Clearing Notices where land in their area is defaced by litter or refuse and this is detrimental to the amenity of the area. This power was introduced into the 1990 Act by the Clean Neighbourhoods and Environment Act 2005"
