Fly-Tipping and Improper Disposal of Rubbish

Dear Sir/Madam Hillview Drive is currently showing bins filled with garbage outside bin bags and stacks of bin bags with rotting food inside (they are incredibly smelly. This is attracting pest - never mind the foxes that populate the area and make a worse mess of these bins not properly filled, but also mice and rats.
To add to this, a lot of fly-tipping is going on. Please see pictures
This fly-Tipping is occurring on public land, not only the grass but also the side walk where people walk normally. Can you please help us? the bulky items should be collected and people disposing of their rubbish like if they were not civilised should be looked into as it is attracting pest to the area.
I want to live in a clean place, can these people please be notified of their improper behaviour? These are happening all the way from #23 to the end of the road.

The large items dumped along Hillview Drive are still there:
The cupboard/cabinet is still sitting outside #27
There is a metal bar with a plastic base just outside n#67
What I believe to be #21 keeps dumping items (this morning was a cardboard box that I had disposed of myself, last time it was a coffee table) next to my property
The kids playhouse is still dumped in front of #47
