Drains filled with tar

This is a problem I have reported before and has not been fixed - when Riverdale road was resurfaced the contractors filled up all the drains and gutters with concrete and tar. Now, when it rains the water has no where to go - it pours down the road like a river. In winter this freezes and causes sheet ice. It also means the new road will need resurfacing again soon - as the water is doing a good job of breaking it up already. Gutters and drains are there for a purpose - please fix them as a matter of urgency. This is what we I pay my council tax for after all!
