Ice cream van not belonging to residents obstructing the area.

Someone parked the van late Friday night. They had bought a new steering wheel lock to put on the vehicle and then disposed of the packaging on the floor. The person drove off afterwards. The van is in bad condition, has broken windows and is parked in a small residential cup de sac where residents have limited parking. The vehicle is so large it makes it impossible to manoeuvre in and out of tight spaces - all the residents find it hard enough to park let alone having someone who is not a resident to dump their vehicle there.
