A random waste bin with over flowing rubbish

A random green waste bin which is over flowing with rubbish as been left on Hatcliffe street at the end of the road. The bin does not below either blocks (Avener House & Sumner House). Please can it be removed urgently before there is a mice infestation.
The bin has been there for around a week.

The green waste bin has been removed however the black waste bags have not been removed. The area is not looking clean as it seems that fox's have torn the bags and there is rubbish all over the street.
Please can theses black waste bags be removed urgently
