House on corner flytipping again

The house on the corner continually accepts flytipping in front of their house and in their backyard, they remove the fence and dump the goods. Please could you take serious action, not just remove the mattresses/traffic cones/office goods/trash on a constant basis. Something needs to be done. The state of the continual trash dumped for all to see is bringing the area into disrepute.

We cannot remove them as they are on private land its down to the tennant to have them removed

So can you request the occupiers to remove the mattresses? Or is it fine with the council that these are strewn all over the front garden on a prominent corner of the area?
