General littering / neglect

Sent to Royal Borough of Greenwich 1 minute later. FixMyStreet ref: 1515327.
The garage area at the bottom of Pegwell Street, small green areas and streets around the top of Timbercroft Lane are frequently strewn with litter.
Weeds and street cleaning also an issue.
This is not help by neglected properties leaving litter on the floor in front garden / yard areas. Surely this presents an environmental hazard and enforcement action can be taken?
I'm not sure a public bin would even help as the people responsible don't seem to understand the concept of using a bin.

No change. Cigarette butts, cans, packets etc everywhere. The bus stop appears to generate a significant amount. A bin could be tried?

The problem is ongoing:
A fly tip is growing in the garages which belong to RBG. The green areas described and the streets also belong to RBG so confused about the status of "not the councils responsibility"
Any kind of community initiative to take some collective responsibility for keeping our area litter free would be welcomed.
