Dog owners allowing pets to run free and out of sight

I visit my local charlton park daily the earlier you go the better. So many people are allowing there dogs to just run off out of the owners sight. I have two dogs that i allow off lead but if another dog approaches i usually leash mine. You never know how a dog will react. Today i avoided a large wolf hound but going the opposite way but the owner allowed the dog that was apparently only a pup to come bounding over i called out can you get your dog her reply was its only a puppy. So what thats acceptable now. i had to hold my dog which has canine mylopathy because i couldnt take chance of it jumping on him. The owner was an idiot telling me i should get a life. Seriously i am sick to death of dog owners and walkers who have no control of their dogs and it seems most are going to charlton park. There are also the dog walkers with 5 dogs allowing them to roam around messing and leaving it on the ground. Its no pleasure using the local park unless you go at 7 am in the morning. Its such a shame that a few are spoiling it for the many. If i had small children the mess from dogs and poor owners would prevent me going here.
