Overflowing bins, fly tipping, general mess in the area

Bins have not been collected and are now overflowing. Litter was collected but the bins are rarely taken. People frequently fly tip in this spot, which is becoming a health problem and will soon attract vermin. Something needs to be done as a matter of urgency it is disgusting.
