The wire fencing has been removed partly

The wire fencing has been removed partly which led to homeless persons taking shelter under the bridge. The area under the bridge, previously having been a drug den, has started filling up with rubbish, mattresses and what apoears to be an improvised shelter. 5 people stay there at times (4 males and one female). The area has been cleaned previously and building materials placed there, but these have now been removed. Previously the area became so dangerous, with the people living there consuming drugs and alcohol and harassing locals. Please review to avoid the area becoming a major ASB/health and safety risk.
