Recurring waste problem

I live in 42 Vanbrugh Park and the building over the road (with the charity shop on the ground floor) doesn't have waste bins. Waste is always put outside the building overnight and in the morning I usually find part of this waste in my front garden. This is because the waste is easily dispersed across the street by wind or by foxes. Last Sunday (17 July) I saw a fox carrying the waste across the street leaving it in my front garden. In the morning I cleaned up but the waste was full of covid tests and may have been contaminated. It is unacceptable that buildings don't have litter bins. Could you please explain: 1. How is the Council planning to address the problem if the waste is often dispersed overnight before its collection? 2. What alternative arrangements have been explored to address the problem given that other buildings next to it (with the barber shop and cafe) don't have the waste problem? 3. When will the situation be remedied?
